This decision holds promise for Moldova, a country of 2.5 million people whose economy heavily depends on agriculture. Often cited as one of Europe’s poorest nations, Moldova is looking to industrial hemp as a potential game-changer for its farmers and broader economy.
Farmers interested in growing industrial hemp for seeds, fiber, or oil will need to apply to the Standing Committee on Drug Control. Cultivation will be restricted to hemp varieties listed in Moldova’s Plant Variety Catalog, the EU’s Common Catalog, or national catalogs of EU member states.
Prime Minister Dorin Recean is optimistic about hemp’s potential to bolster the nation’s economy.
“I urge the whole business community and the Chamber of Commerce and Industry to promote this opportunity,” Recean stated. “Hemp materials are used in many industries, including the automotive sector. This is a fantastic opportunity for Moldova’s business environment, farmers, and manufacturers of industrial hemp components.”
Moldova’s agricultural sector has been increasingly challenged by climate change. With its susceptibility to drought and severe weather, the nation faces a stark reality: in 2020, a drought slashed agricultural output by nearly 30%.
Industrial hemp, with its drought-resistant properties and adaptability, could provide much-needed resilience. According to government sources, hemp’s 90-day growing cycle allows for two to three harvests annually, making it a potentially lucrative and low-maintenance crop.
Despite its promise, Moldovan farmers will be playing catch-up in an already booming European hemp industry. Data from the European Commission shows that hemp cultivation for fiber in the EU expanded from 20,540 hectares in 2015 to 33,020 hectares in 2022—a 60% increase. During the same period, production surged by 84.3%, from 97,130 tonnes to 179,020 tonnes.
France leads Europe’s hemp production, accounting for over 60%, followed by Germany (17%) and the Netherlands (5%). Moldova will need to carve out its niche in this competitive landscape.
While the road ahead may be challenging, Moldova’s move to embrace industrial hemp reflects a broader global trend of reimagining agriculture for sustainability and economic growth. With the right policies and support, industrial hemp could become a cornerstone of Moldova’s agricultural revival, empowering farmers and fueling new industries.
For now, Moldova is betting that this versatile plant can turn the tide on economic and environmental challenges—and it’s a bet worth watching.
