House Bill 1633 (HB1633) secured a decisive vote of 239-14 in favor of legalization, signaling a notable shift in the state’s approach to cannabis. However, proponents of cannabis legalization within the legislature exhibited only cautious support for the measure.

The bill underwent modifications by the House Commerce and Consumer Affairs Committee before its approval in the House. Republican state Representative Erica Layon, the bill’s sponsor, explained that these changes were made to address concerns voiced by some Senate lawmakers.

Describing the revised bill as a compromise, Layon stated in a media release, “Every single person in a seat here can find a reason to vote against the amendment and vote against the bill. But the question is, do we have a net benefit to the state by passing this? I believe we do.”

If the legislation successfully passes, it will legalize cannabis for individuals aged 21 and older, allowing them to possess up to four ounces of marijuana. The bill also establishes a framework for the regulated commercial production and sale of cannabis products. Notably, the proposed law permits only 15 retail cannabis dispensaries to operate in the state, subject to oversight by the New Hampshire Liquor Commission.
