The UK Food Standards Agency has launched a public consultation to approve the first CBD food products under its novel foods regulations

The UK Food Standards Agency (FSA) has opened a 12 week public consultation, running until 20 November 2025, on proposed authorisations for the first cannabidiol (CBD) food products under its novel foods regulations. These would be the first fully regulated CBD food products in Great Britain if approved by ministers.

The consultation covers three specific applications, RP 07, RP 350, and RP 427, that have passed initial safety assessments. The FSA’s draft recommendations suggest strict labelling requirements, including warnings that CBD products are not suitable for under 18s, are not safe during pregnancy or breastfeeding, and should be used with medical advice for those taking medicines or with weakened immune systems.

Safety assessments from the FSA and Food Standards Scotland have played a key role. One evaluation concluded that a highly pure CBD isolate of 99.5 percent or more could be safe if daily intake is capped at 10 milligrams per day for healthy adults. The FSA is also using this consultation to explore broader policy questions, such as how to manage vulnerable populations and enforce rules on marketing and labelling.

If the products are authorised, it could reshape the UK CBD market, giving businesses a clear, regulated path forward while aiming to protect consumer safety.
